Read the action stage before the calendar

A Korean institutional title often compresses audience, action, and status into one noun phrase. Start with the action marker rather than the most recognizable topic word.

모집 means recruitment or collection. 확정 means confirmation or finalization. 실시 means implementation or carrying out. Those markers answer different questions: Can I apply? Has a list been fixed? Is an institution asking people to take part in a survey?

This order matters because 한국어 or 참가 can appear in more than one stage. A familiar subject does not make every current-looking page an open application.

참가자 모집 opens the recruitment stage

참가자 combines 참가, participation, with 자, a person. 모집 then names recruitment. The Culture Portal record is titled as a recruitment announcement for participants in the 2026 university Korean-teacher 배움이음터. Its approved record classifies it as an official program listing about Korean-language education, teacher training, and education technology.

That title supports a narrow conclusion: the page belongs to a recruitment stage for a teacher-facing program. It does not, by itself, prove that recruitment is still open when you read it. Check the live page for the current deadline, audience conditions, and instructions before applying.

참가 확정자 reports the confirmation stage

확정 means that something has been fixed or confirmed, and 확정자 refers to people whose status has been confirmed. The National Institute of Korean Language record, published August 3, is titled as an announcement of confirmed participants for the 2026 university Korean-teacher 배움이음터.

Because the two approved records name the same program but different actions, they form a sequence: one recruits participants and the later-titled record confirms participants. A confirmation page is not evidence that a new reader can still enter the same application round.

조사 실시 announces a separate survey action

조사 means survey or investigation, while 실시 means carrying something out. The approved National Institute of Korean Language YouTube record is titled as an announcement that a 2026 Korean Sign Language usage survey would be conducted from August 7 through August 18.

That is a different subject and action from the teacher program. The record's transcript is unavailable, so this guide does not claim who was sampled, what questions were asked, or what the survey found. The title only supplies a useful contrast: 실시 introduces an activity window, not a participant-selection result.

Use a four-part notice check

First, circle the action: 모집, 확정, or 실시. Second, name the audience: who is being recruited, confirmed, or asked to respond? Third, write the date's job: application deadline, announcement date, or activity window. Fourth, verify the publisher and current live instructions.

Stop if the action and date do not match your intended next step. A 모집 page may be closed, an 확정자 page may concern only selected people, and a 조사 실시 notice may ask for responses without offering a class or training place.

The three-source lesson is agreement about method, not equivalence of subject: titles encode what is happening now, while publisher and live details determine whether the notice applies to you.
